This paper provides an overview of impact assessment tools used in relation to inclusive business. It examines the objectives and perspectives of different organisations with respect to assessing impact, the scope of impact assessment, and what type of impacts are assessed. It proposes and outlines requirements for a framework to guide the design of an impact assessment tool for the Asian Development Bank's inclusive business investments.
