This report focuses on why and how donor support to social enterprises 'SEs' may relate to social impact as against how they support social enterprises specifically. It aims to understand the links between the stated rationales of donors for supporting SEs and the resulting modes of engagement. The report is based on review of 30 programmes funded by five major development agencies, including USAID and DFID.
