The significance of strengthening economic growth and sustainable development through financial inclusion is critical for the Asia-Pacific region. Harnessing the advent of digital technology to enable financial inclusion is one of the most promising opportunities to bring millions of unserved and underserved people across the region into the formal financial sector. This is especially true for people who are living at the base of the economic pyramid (BoEP) and for women, who are disproportionately marginalized.

However, while the promise of digital finance is appealing, the introduction of digital services does not solve many of the root causes of financial exclusion and also creates new challenges for those at the BoEP. This policy guidebook aims to support the region’s policy makers and regulators to capitalize on the opportunity to harness digital technology as an effective means to advance financial inclusion and enhance the wellbeing of those at the BoEP, including women.

UNDP ‘s Ecosystem Development Approach provides a tried-and-tested methodology for bringing stakeholders together around a shared objective. Pilots in Lesotho, Senegal and Uganda show that the approach effectively enables collaboration, e.g. for more inclusive tourism, access to energy or mobile money, even beyond the end of the program. We documented the pilots and insights – so others can replicate the approach.

Fomento Social Banamex is the philanthropic arm of Citibanamex Mexico, and its goal is to reduce inequality in Mexico. It promotes capacity-building for social organizations to better meet the needs of marginalized communities living in poverty. Under this scheme and through its strategic partners, it has supported Unión Majomut, a cooperative of coffee farmers from Chiapas, so that it partakes in the entire value chain and earns a higher income for partner families.

Based on an analysis of the CGAP’s data from national surveys of smallholder households and smallholder diaries, this paper outlines the profile and needs of smallholder families and their various subgroups. Firstly, the paper looks at the relationship between financial activities and the different livelihood strategies employed by smallholder families. Further, it highlights the characteristics and behaviors that are common to large groups of smallholders, discusses how the overall market can be segmented most effectively, and presents a nuanced picture of the different types of smallholder households. Finally, the paper discusses opportunities available for various stakeholders serving smallholder families.

An increasing number of poor households are gaining access to financing for physical assets ranging from smartphones to solar panels. However, even as poor people increase their borrowing for these assets, their impact on people’s livelihoods - and how debt affects the benefits of asset ownership - remains poorly understood. CGAP has undertaken a comprehensive review of the available evidence to understand (i) how asset ownership can lead to improvements in well-being for poor households and (ii) whether obtaining an asset through a loan or lease as opposed to a transfer, grant, or outright purchase affects the benefits associated with ownership.

While there is an increase in support for investors and businesses to find one another, little is known on how to efficiently and effectively conduct this activity. This guide directly addresses this knowledge gap and serves as a two-part handbook: First, as an introduction on the value effective ‘Matchmaking’ offers, suggesting a typology and ways in which providers of technical assistance (TA) can effectively engage in matchmaking. And secondly, as a practical guidebook, offering a theory of change and a practical step-by-step framework on how to structure matchmaking as part of programmatic activities. Overall, this guide encourages TA providers to broaden the application of matchmaking and to adopt a shift in perspective from conventional matchmaking activities.

Global evidence of a strong business case for investing in women and leveraging their potential as entrepreneurs is emerging. The ‘Women Investing in Women’ movement can play a significant role in addressing the systemic access to finance challenges that women entrepreneurs contend with. The report takes stock of the access to finance challenges experienced by women entrepreneurs in India and the resulting financing gap. It explores the potential of the ‘Women Investing in Women’ movement to address those challenges and enhance access to finance for women-led start-ups and small businesses. The core objective of the report is to identify a strategic roadmap for strengthening this movement in India to further the adoption of gender lens investing. This report will be a valuable resource for a range of ecosystem stakeholders including regulatory agencies and government policymakers, development agencies, foundations, private sector companies who aim to strengthen the women entrepreneurship ecosystem in India. It is expected to inform policy formulation and intervention design targeted at strengthening gender lens investing in India.
