This report analyses the potential of the Program of Activities (PoA) within the Clean Development Mechanism (CDM). The PoA allows different CDM project ac- tivities to register as one CDM programme. The report focuses on inclusive business opportunities, and the role of development agencies. It identifies the potential benefit of the PoA for people in poverty; it points out barriers, and it investigates how development actors can help remove them.
