This report reviews the growth of coalitions between the public, private and non-profit players in tackling developmental challenges. It explores what works and what doesn’t, and it assesses the relative merits of public sector and market-driven approaches. It identifies and discusses three waves of change in an NGO’s evolution: 'foundation', 'transformation', and 'collaboration'; and it outlines good practices from case examples of NGOs .
