The Guidelines for the Promotion of Inclusive Business in ASEAN serve as an outline on how inclusive business can be supported at the national and regional level, and what institutional setup is required to do so. The document was endorsed by the ASEAN Economic Ministers at the 52nd ASEAN Economic Ministers’ Meeting on 25 August 2020 for use as a non-binding reference framework. It was also shared to the relevant stakeholders during the Third ASEAN Inclusive Business Summit held on 29 September 2020.

The report also the enormous potential to invest for impact in public equity markets. According to the report, impact investing in private markets could be as large as $2.1 trillion in assets under management, but only a quarter of that, $505 billion, is clearly measured for its impact, both for development impact and financial returns.
