In recent years, there has been growing interest and funding dedicated to technical assistance designed to strengthen the commercial and development impact of businesses in developing markets. However, relatively little is known about the nature and effectiveness of these initiatives. Designed to address this knowledge gap, this paper focuses on efforts by development finance institutions (DFIs) to provide technical assistance to agribusinesses, which receive 30% of all TA. The input for this analysis was obtained through primary and secondary research, including interviews with 11 DFIs. The feedback from DFIs was that they expect the provision of inclusive TA in agriculture to rise. However, to catalyse greater resource allocation towards inclusive TA, respondents agreed the evidence case needs to be clear both in terms of commercial and development impact.

In earlier work, PPPLab has identified ten ‘ingredients’ or building blocks of scaling strategies. This study looks at success factors for effective scaling processes. It focuses on how to shape the process: process dynamics, leadership, and the ability to act and relate, rather than on ‘what’ to address and achieve. What are the essential capabilities of those that lead the scaling process? How to make use of system dynamics in your scaling effort? How to partner in the most effective way to make scale happen?

This publication provides analysis of the inclusiveness of the public-private partnership (PPP) instruments FDW (Sustainable Water Fund) and FDOV (Facility for Sustainable Entrepreneurship and Food Security). The overall goal of the study is to gain more insights and a better understanding of inclusiveness in the PPP project portfolio. This will ultimately contribute to increased insights into the specific characteristics of the beneficiaries in the current FDOV and FDW portfolio and possible trickle-down or indirect effects.
