This report points out the huge potential of small businesses in terms of poverty reduction. It deals with factors which affect the formation and growth of small and medium enterprises (SME) such as features and indicators of a good business environment or financial issues and it analyses the role of the Multilateral Investment Fund (MIF) in its support for SMEs in Latin America and the Caribbean.

This report reviews the rationale for trisector partnerships; the process of partnership development; and the key success factors for business, civil society, and governments to achieve mutual gains from working in together. It reviews the emerging costs and benefits of trisector partnerships as vehicles to manage and promote sustainable development, and it outlines how to recognise when a trisector partnership is the right approach.

This review mainly contains two articles on microenterprises. The first one deals with the process and hurdles of businesses' registration and with the obstacles of other formal requirements to enter and consist in the formal economy, as well as offering recommendations for policy makers on how to improve the process. The second one investigates the poverty profile of microenterprises in Latin America and responds to the question whether they are less educated than employees working in larger firms.
